All sites are assigned to a parent group when they are created. This means a child single site group is created inside the parent group.
e.g. when CUSTOMER001 was created it was assigned to the VMI1 group. This means anyone who can view the VMI1 group can access CUSTOMER001.
When a custom group is created the owner of this new group can add sites to this group that they have visibility of. This new custom group contains no sites. The group can be edited to add any sites that the creator has visibility of. At this point the only person who can view this group is the group creator
e.g. You create a new group "ALL CUSTOMERS (multi-site)". You add CUSTOMER001, CUSTOMER002 and CUSTOMER003. Only the group creator has access to this group.
This group is "your" group and not directly linked to the VMI1 parent group in any way. This means users who have access to the VMI1 group do not automatically inherit permissions. Because of this, if you require anyone to have access to these custom groups they need to be manually invited to the group with the required permissions.
Summary
Custom groups are not linked to a parent group. All users must be manually added to custom groups.
